POSITION SUMMARY
The Director of Regional Support Services is responsible for the leadership, administration,
implementation, and oversight of the Betty and Leonard Phillips Deaf Action Center's Regional
Support Center contract through the Louisiana Commission for the Deaf for Louisiana
Department of Health Regions 6, 7, and 8. (29 Parishes)
This position ensures compliance with all contractual obligations, performance indicators, state
deliverables, reporting requirements, accessibility standards, quality assurance measures, and
operational expectations established by the Louisiana Commission for the Deaf and the
Louisiana Department of Health.
The Director of Regional Support Services provides leadership and oversight of advocacy,
accessibility services, communication access support, care coordination, outreach, information
and referral services, assistive technology services, community education, and consumer
engagement activities while supervising Regional Support Center staff and program operations.
This position ensures that all Regional Support Center services are delivered in accordance with
contractual requirements and that Deaf, DeafBlind, Hard of Hearing, and Late-Deafened
individuals throughout Regions 6, 7, and 8 receive timely, effective, and accessible services.
JOB DUTIES AND RESPONSIBILITIES
• Oversee the daily operations, implementation, and administration of DAC's Regional Support
Center contract services for Louisiana Department of Health Regions 6, 7, and 8
• Ensure all contract deliverables, reporting requirements, performance measures, quality
standards, and compliance requirements are successfully met
• Provide leadership, supervision, and oversight of Regional Support Center staff, contractors,
workflows, and program operations
• Provide coaching, mentorship, training, and performance evaluation for Regional Support
Center staff to promote professional growth and high-quality service delivery
• Provide administrative oversight of all Regional Support Center service delivery, ensuring staff
effectively provide advocacy, communication access support, information and referral services,
needs assessments, care coordination, assistive technology services, and other contractrequired services
• Monitor service delivery, documentation, performance indicators, consumer outcomes, and
program activities to ensure contractual requirements, timelines, quality standards, and service
expectations are consistently met
• Ensure accurate documentation, consumer records, database management, service tracking,
and reporting in compliance with state and federal requirements
• Evaluate program effectiveness, identify service gaps, and develop strategies to strengthen
Regional Support Center services throughout the assigned regions
• Coordinate and oversee community outreach activities, educational trainings, public
awareness initiatives, accessibility efforts, and resource development throughout the assigned
regions
• Manage quality assurance activities, consumer feedback processes, complaint resolution
procedures, and continuous service improvement efforts
• Monitor contract-related budgets, expenditures, invoices, reimbursements, audits, and fiscal
reporting to ensure accountability, compliance, and proper stewardship of program funds
• Assist with the development and implementation of emergency operations, disaster
response, and business continuity plans related to Regional Support Center services
• Maintain strong working relationships with consumers, families, service providers, agencies,
community partners, and state representatives
• Represent DAC professionally at meetings, trainings, conferences, outreach events, statewide
initiatives, and stakeholder collaborations
• Perform other duties as assigned to support the successful operation and growth of Regional
Support Center services
QUALIFICATIONS
• Bachelor's Degree in a closely related field; OR an Associate's Degree and a minimum of five
years of documented experience in nonprofit leadership, disability services, Deaf services,
program administration, interpreting services, contract management, or a closely related field
• Fluency in American Sign Language (ASL) required
• Strong understanding of Deaf, DeafBlind, Hard of Hearing, and Late-Deafened communities,
accessibility rights, ADA requirements, communication access services, and disability-related
services required
• Experience supervising staff, coordinating programs, managing budgets, or overseeing
operational workflows preferred
• Strong leadership, organizational, communication, and problem-solving skills
• Ability to manage multiple priorities, deadlines, contractual obligations, and reporting
requirements in a fast-paced environment
• Ability to maintain confidentiality, professionalism, and ethical standards at all times
• Proficient in Microsoft Office programs, including Word, Excel, Outlook, PowerPoint, and
Teams; ability to learn and effectively utilize databases, reporting systems, scheduling software,
and other technology platforms required for program administration and contract compliance
• Valid Louisiana driver's license, dependable transportation, and ability to travel regularly
throughout Louisiana Department of Health Regions 6, 7, and 8
• Must successfully pass background checks
• Must successfully pass drug test
